Jenifer Lambert is Vice President of Development at Blue Ridge Cascade, where she leads affordable and workforce housing development throughout the Western U.S. With 25+ years spanning the full development cycle, she works hands-on across the capital stack, construction, development, property management, and the preservation of affordable housing — guiding projects from raw land through financing, construction, and into stabilized operations. Her expertise includes LIHTC (4% & 9%), HUD financing, tax-exempt bonds, and layered public funding. Jenifer has also served on nonprofit and public boards supporting equitable housing in high-barrier markets.

Kristopher Erwin brings 10 years of residential real estate sales and property management experience to his work, specializing in insurance for affordable housing owners, developers and managers. His background gives him a strong understanding of property operations, and coverage needs. He graduated summa cum laude from Washington State University with a Bachelor's Degree in Social Science, concentrating in psychology, inequality, and poverty.

Renée Denomme, TCS is an affordable housing operations leader with a decade of experience at the intersection of compliance, policy, government relations and multifamily operations. Through her commitment to housing, she has been developing and facilitating trainings for affordable housing programs for the past three years, working with WMFHA and Greystar to equip on-site staff, corporate teams and community members with foundational and advanced knowledge of programs, policy and processes. A recognized subject matter expert and experienced trainer, Renée is passionate about the mission of affordable housing, and the role industry education plays in strengthening both organizations and communities. She is a member of NAAEI's Faculty and a part of WMFHA's Affordable Housing Task Force.

Joel Stewart is Principal of Stewart & Hall Insurance Agency and leads the firm's affordable housing practice. He serves as the senior relationship broker for the affordable housing portfolio. His work spans the full lifecycle: predevelopment and construction risk, permanent placement, and portfolio management.

Lanakay Lipp, Senior Portfolio Analyst Lead, Asset Management and Compliance Division, Washington State Housing Finance Commission

Lanakay is the Lead Portfolio Analyst at WSHFC.  She came to the Commission in 2008, with 15 years of experience as a Compliance Manager, monitoring compliance for the Tax Credit, Bond, HTF, HOME, HUD and Public Housing programs on over 5,000 units in Washington and Oregon.  Lanakay holds several certifications including CHAM, C25P, and SHCM.  Lanakay monitors a portfolio of 85 properties with LIHTC and/or Bonds.  As part of her Lead duties, Lanakay sets up all new properties for monitoring and assists Owners/Management with complicated compliance issues around placing in service and resyndication. 

Colleen Carr is a visionary leader whose 30 years of experience in real estate and affordable housing have shaped both her teams and the communities she serves. She began her journey in property management in 1995 and joined Allied Residential in 2009 as a Portfolio Manager. Just two years later, she was named a Principal Shareholder, where she continues to play a pivotal role in guiding the Affordable Housing Division.

Beyond her operational excellence, Colleen is admired for her mentorship and unwavering commitment to her teams. She prioritizes employee development, fostering a culture of collaboration, empowerment, and accountability. Her ability to inspire others, build strong relationships, and champion professional growth has made her a trusted mentor and role model across the organization.

In recognition of her outstanding contributions, Colleen received the Lifetime Achievement Award from the Affordable Housing Management Association in 2024—a testament to her lasting impact on the industry. With strengths in resident relations, successful lease-ups, and community building, Colleen continues to leave an enduring mark on Allied Residential and the broader housing community.

Sloane Cerbana, VP of Operations joined the WMFHA team in January of 2008. Sloane spent the first 14 years building WMFHA's award winning education and career development programs. Named the Apartment Career & Education (ACE) Educator of the Year by NAA in 2022, Sloane has led WMFHA's efforts in workforce development initiatives and meaningful, engaging programs for WMFHA members. Being committed to growth and personal development is not just something Sloane teaches - it is who she is. She holds a certificate for Diversity, Equity and Inclusion in the Workplace from Southern Florida University and was also one of 14 national trainers with NAA certified to deliver the Mental Health First Aid program from the National Council for Mental Wellbeing.
